Is there another way to make your hair not be poofy in a ballet bun?

Wow, lots of ways.
I'm not too crazy about hairspray. It tends to be pretty drying, and that encourages poofiness, not discourages it.
Gel works nicely, but make sure that it's alcohol free (most brands are now days). The downside is that it can be kind of stiff.
Mousse works as well. Again, make sure it's alcohol free. Unfortunately a lot of mousses do have alcohol but if you stick to the ones for curls and dry hair you should be ok. The only problem with these is that while they give a more natural hold, they don't hold as well and they're so lightweight they don't really do anything to weigh your hair down, either.
Silicone products such as hair glossers work great. They're lightweight and they simply smooth your hair down without weighing it down or making it feel greasy. However, they can be difficult to strip out of your hair and they can dry it a little as well.
Something else that I love is setting/wrap lotion. There's even a more light weight foam version that resembles mousse but holds a lot better and is moisturizing while giving just a little bit more weight to the hair than mousse.
And another thing that works is the ancient stand by: oil. If the right small amount is used, it can weigh down your hair some, smooth and defrizz, lock in moisture, and protect it through any kind of heat.
